Britiain continuing downward trend in greenhouse gas emissions

Something a little more optimistic to lighten the afternoon, great new although it would be really something to see us dropping to 1850 levels or below, I wonder what would need to be done to get to that and even if its possible what with the population being significantly greater now than 1850.
