This has almost certainly been asked before - but asking on behalf of a friend from work - I've sold him the idea of solar PV, and he is very much a DIY guy - he is a trained electrician (but can't sign off systems himself).
If he self-installs a solar PV system with G98 inverter, it seems that the DNO have to accept the export up to 3.68kW - is that correct?
Then to get acceptance from an energy company, you need MCS certification - or Octopus have an alternative for self build with a fee of £250??

Yes, that is all correct, you can install, then notify DNO I think within 28 days. And for the absence of doubt, the G98 inverter cannot have an uncapped output over 3.68kW.
If there is a problem with supply voltage which impacts the export capability, its up to the DNO to fix if practicable.
If you go G99 with a larger inverter its a pre-install application and you have to pay for grid reinforcement if necessary.
